Heat Holders have been designed to literally hold the heat close to the feet, much like insulation. Therefore, if feet are cold before putting them on there is no heat to hold close to the skin and so will not keep feet particularly warm. To help, perhaps pop the Heat Holders socks in the airing cupboard for a bit just before wear. This may create some warmth that the Heat Holders can insulate near the foot.
